Most PvErs haven't cleared FoW and UW, or even killed Glint, so I'm not sure what you're talking about.

Or they could leave it how it originally was an require serious PVPers to beat the Zaishen Challenges, beat the Zaishen Elite mission thingy, win in random arenas 5 times, team arenas 5 times, and then finally make it to Hero's Ascent. It would balance the game... but since they only require it for the new people, rather than everyone... it goes unnoticed.

Most of the PvPers have already done all those...
Before the faction points update the only way to unlock skills/mods/runes was to ::gasp:: PvE! (I.E actually being forced to farm for runes & mods and pray that you ID soemthing you already didn't have)
So yes pvpers were forced to pve/grind (whatever you want to call it) for a good amount of time in the past.
But in terms of today, I'd probably agree with you that you *should* complete the game with 1 char at least in order to do gvg..blah blah etc etc

That's a completely unreasonable requirement. I'm getting your point, and I completely agree with it, but something like that is above and beyond.
I'd say, come up with a new type of PvP, something that has higher rewards (fame & items/gold) than HoH, but make it available to only those who have, say, knocked out all the Titan quests.
Although that still doesn't really address the major issue with Favor. It's not that a feat must be accomplished in PvP to unlock something in PvE, it's more or less the PvP world is inherently seperated from PvE (even if just by community) in such a way that the ones who get the reward never worked for it in the first place.

I completely disagree. Believe it or not, there are people who dislike PvP, and would rather put salt in their eyes than deal with the way over competitive nature of most PvPers.
Likewise, there are people who think PvE is boring and full of grind. Neither is right or wrong, just simply differ in opinion. Wether PvE was originally designed to be just a 'stepping stone' or not, it simply isn't that way today, and is a completely viable way to play the entire game.
Thus we have our two different groups of players. Community-created or not, they are there, and the Favor system unfortunately does not cater to the game's playerbase [anymore]. Does it need to change? I don't think so, but I think the PvPers just need more to do so less experienced can actually have a chance at more things.

If he said something like be ascended or have both your 15 point quests finished, then I might accept it, as it is, no.
Plus this punishes the people that mostly PvP and only PvE for unlocking stuff or whatnot.

I don't know how many times I've trained new people and had to unlearn everything from PvE.
PvE you can take anything in and win because its a dumb AI. PvP players are not dumb (yes there are dumb people no need to point that out).

There is already FAR too much PvE that PvP players are forced to endure. You seem to think that PvP requires no PvE in the status quo. At any rate, I couldn't care less if the WaW mechanic was removed from the game completely. Your idea, however, is simply obtuse.

How is anyone meant to clear UW/FoW under this system? Noone can get into HA -> region cant get favour -> cant enter UW/FoW -> noone can get into HA->...

PvE is the metagame for PvP. Just go look at the FotM's we've had.

It doesn't matter. ANet is going to continue trying to wed the Counterstrike PvP world to the Final Fantasy PvE world. The people who enjoy playing the game with other people in the latter setting will eventually get fed up with the extreme immaturity that's so prevalent in the former and move on to something new and, ultimately, Guild Wars will be reduced to a bunch of childish griefing and endless ladder tourneys.
The entire process is about as sensible as trying to mix up Halo players and Final Fantasy players, but whatever. It's not my company and I feel like I've gotten my money's worth with the one chapter I've bought, and probably the only chapter I'll be buying if Factions is as PvP-centric as it appears it might be.
Anyone else want to borrow my crystal ball before I put it away?
